The meeting was called as an information forum to all captains who had questions or needed clarification of rules pertaining to the League. The items discussed are listed below:

1. It is up to the captain to make sure that they know the USTA ratings of their players. If a player is bumped up mid season, the captains are responsible for removing them from their rosters and notifying the captains in their division and the board.

2. Why can’t players who are bumped up by USTA mid season be allowed to finish the season? Last year the captains voted for an additional roster change period to accommodate players that are affected by this. Any change in this format must be addressed by the AGC and approved by the captains.

3. Why do we have to play in order of strength? The WTL has been using this system since it’s inception. Any changes to this format would have to go through the AGC. Patty encouraged captains to bring all their concerns regarding rule changes to the AGC Chair for future discussion.

4. Can a player request to move down to a lower division mid season? Yes. The player or their captain must send a request in writing to the President. The board will review the stats of the player and make a decision based on their findings. Captains were also requested not to have their pros contact the board directly pertaining to league issues. Ideally all correspondence with the board should go through the captains.

5. Patty explained how the Broadcast email worked.

6. Patty told the captains that Nancy Biggs, our website coordinator is always looking for feedback on how the website can be enhanced. If anyone has suggestions, they are encouraged to contact the board.

7. A player can only play up one line or down one line. Even if the opposing captain approves an illegal lineup prior to the match, it is still a violation of our rules and a penalty will be incurred. A lower level sub with any line designation is considered a Line 3 player in the upper division. But the players in the upper division must be played higher in the lineup than any players from the lower division.

8. Captains were advised not to list “phantom players” on their rosters as placeholders. This is not within the spirit of our league.

9. It is not acceptable to list all subs in the Line 2 position.

10. If a team is in last place and all players have equally low stats, how much leeway does a captain have for changing the line positions? As long as the captains are listing their players in order of strength to the best of their ability, they can do what they want. Only obvious irregularities may be questioned.

11. Captains are strongly encouraged to print their rosters with line designations prior to each match. Another option is to bring the opponent’s roster to the match to make sure the players are listed in order of strength. It is up to the captains to know the line designations of their own players when exchanging rosters. Guessing is not an option since it can lead to a grievance later on.

12. What is the process for rescheduling matches? The home captain will provide three alternative dates to the opposing captain on the same day of play that the division normally plays on. The opposing captain MUST pick one of those dates. If the opposing captain does not pick one of those dates, then they must forfeit all three lines.

13. What happens when courts are wet and the visiting team refuses to play. If the playing conditions are dangerous, then the captains should reschedule the match.

14. What happens when it is very windy? The match can be postponed only with the agreement of both captains. If only one captain refuses to play in the wind, they must forfeit the match.

15. What are the rules about changing courts in the middle of a match? This is a discussion that the AGC can address. We do not have a specific rule that addresses this situation.

16. When should a linesperson be called in? This can be done at anytime after a line call is questioned.

17. Who can act as a linesperson? Anyone including spectators can be asked to act as a linesperson and only one is required. Two would be better, but not mandatory. A person acting as a linesperson is not allowed to converse with the players on the court (or during breaks in play) unless they are asked to verify or overrule a call.

18. What is the rule regarding foot faults? If a player sees a foot fault by an opponent, they can call it to the attention of the opponent and ask them to adjust. If a second foot fault occurs, a point can be taken. Please refer to USTA rules.

19. Is there a way to contact individual players through the website? Patty will ask our web master if this can be arranged.

20. Forfeits are always shown on Line 3.

21. If someone wants to promote a charitable event related to tennis, they should contact the President and she will put the notice on our website.

With no further business needing to be discussed the meeting was adjourned at 1:35 p.m.
