The meeting was called to order at 11:15 by Rosanna O’Brien, AGC Chair

Agenda Items:

1. Introductions

Each board member and AGC rep introduced themselves to the other members and stated what clubs they represented.

2. The Responsibilities of the AGC Reps

Rosanna went over the responsibilities of the AGC as outlined in our Structure #9 below. She also answered questions about stacking and the grievance process.

Advisory/Grievance Committee: This committee is comprised of one representative from each club. Each club has one vote regardless of the number of teams or divisions a club fields. Members of this committee are the liaisons between the League and all the captains of every Westside League team at their club. The committee’s function is to discuss and advise on issues and rule changes and hear unresolved grievances. The AGC may assess penalties when necessary. Representatives should meet with the captains in their clubs before Advisory meetings to discuss any upcoming issues or concerns that the captains would like to have brought up. They shall contact the captains after Advisory meetings to disseminate information and actions of the meetings. It is then the captains’ responsibility to convey these particulars to their individual team members. Representatives must be active members of the League. The Committee will meet as often as necessary and at least once prior to the spring captains’ meeting to make any changes for the coming year. The AGC is headed by the Advisory/Grievance Chairman.

IV. Start Time, Scoresheet Exchange, and Forfeits

A. Start time is between 9:00 a.m. and 9:30 a.m.

1. Warm-up begins at 9:00 a.m. The actual match shall start as soon as all players are ready and by the 9:30 forfeit time at the latest. There is no need to wait until the forfeit time. Any club Pro or Team Coach will leave the courts by 9:00 a.m. Team warm-ups with Pos will conclude by 9:00 a.m.

2. Three courts must be available by 9:00 a.m. Three courts must be
available by 9:00 a.m. for match players only.

This rule was passed with 17 yeas and 1 nay.

II. Participation & Rosters

B. WTL Divisions

1. There are five divisions in WTL. The divisions are based on the NTRP ratings and the team’s ability to compete in a particular division.

2. Clubs may field more than one team in any division provided they have sufficient players and substitutes at the appropriate level and there is space available in that division.

3. Designation Guidelines:

** Players may petition the Board for permission to play in a division. Players also may be required to re-petition in subsequent seasons.

5.0 players may play in Division 1 and will be considered asterisked players, with the same rules and restrictions applied - (1) the asterisked player may only play on Line 1 in the highest division; (2) only one asterisked player per team may play per match; (3) a player’s asterisked designation shall remain in effect for two full seasons after which time a player may petition the board for a Line 1 designation, if such player no longer meets the specifications to remain asterisked.

Details: Division 1 captains voted to allow USTA rated 5.0 players to participate in Division 1 with the same restrictions as asterisked players. The above rule was passed by the AGC with 15 yeas, 1 nay and 1 abstention (since the Stoner rep had to leave early).

5. Addition of One Additional Roster Change Period

Several reps requested that the WTL roster change period coincide with when the new USTA ratings go into effect. USTA ratings are published the first week in December and some reps felt that it was unfair for the WTL to immediately remove those affected players from their respective team before December 31, 2016 when the new USTA ratings go into effect.

Motion was made to add one additional roster period the first week in January to coincide with USTA rating changes. New roster change periods would take place the first week of November, January and March.

The above change was approved unanimously.

6. Rotation of League Play Days

The captains previously approved the following formula for the annual rotation of playing days among the divisions as the most fair and equitable way to rotate. ? Teams who now play on Monday move to Wednesday for the following year.? Teams who now play on Tuesday move to Thursday for the following year.? Teams who now play on Wednesday move to Friday for the following year. ?Teams who now play on Thursday move to Monday for the following year. ?Teams who now play on Friday move to Tuesday for the following year.

7. Completion of Makeup Matches

There was a discussion regarding the timely rescheduling of makeup matches. Rather than make a rule, the captains will be asked to complete all makeup matches within a few weeks of the scheduled match rather than waiting until the end of the season.

8. Changing Scorecards During the Match

Some reps felt that scorecards should only be changed during the changeovers and not after each game since this could be distracting to some players. Rather than create a rule regarding this, the captains will be asked to address this with their players.
